LAHORE: The Punjab government has completed the groundwork for establishing the ‘Electric Power Regulatory Authority’ (EPRA) and hired consultants to prepare framework for it.
In an important meeting chaired by the Provincial Energy Minister Faisal Ayub Khokhar regarding the establishment of the (EPRA), it was stated that the proposed authority has been included in the Annual Development Programme (ADP) 2025–26 with a completion deadline of June 30,2026.
Secretary Energy Punjab Dr Farrukh Naveed, Additional Secretary Energy Majid Iqbal, and other senior officials from the energy department were present in the meeting.
Managing Director Punjab Power Development Board Saniya Awais while briefing the meeting said that that although Punjab is the largest stakeholder in Pakistan’s power sector, the province remains fully dependent on the federal regulatory system (NEPRA). Punjab consumes more than 78 percent of the national grid electricity and contributes over 84 percent to total power recovery. She stated that future federal power planning particularly, Indicative Generation Capacity Expansion Plan (IGCEP) 2024-34, is limiting space for new provincial power projects, forcing Punjab’s indigenous energy resources such as solar, small hydel, waste-to-energy, hydrogen, biomass, and biogas to be utilized only through off-grid models.
