Information minister says Islamabad suicide attack masterminded by TTP chief in Afghanistan

Federal Information Minister Attaullah Tarar on Tuesday said that the suicide bombing in Islamabad was orchestrated by banned Tehreek-e-Taliban Pakistan (TTP) chief Noor Wali Mehsud from inside Afghanistan.

Addressing a press conference in Islamabad, Tarar said the bomber failed to hit his actual target due to heightened security measures in the federal capital.

The November 11 blast outside the District Judicial Complex in Islamabad’s G-11 sector left at least 12 people dead and 36 injured.

According to the minister, Mehsud tasked his commander, Dadullah — currently based in Afghanistan — with planning the attack. He added that a coordinated operation by the Intelligence Bureau (IB) and the Counter Terrorism Department (CTD) resulted in the arrest of four suspects within 48 hours of the incident.

TTP claims responsibility for Islamabad blast

Four suspects, including the alleged mastermind, have been arrested by the Counter-Terrorism Department (CTD) in connection with the suicide attack, Tarar said

He said the arrested suspects were identified as Sajidullah alias Shena, Kamran Khan, Muhammad Zali, and Shah Munir.

Sajidullah alias Shena joined the Afghan Taliban in 2015 and received training in various camps.

In August 2025, Sajidullah visited Afghanistan to meet the militant Dadullah and remained in contact via a mobile application, he said.

He said Dadullah conveyed attack orders from a senior militant, Mehsud, regarding a planned suicide attack in Rawalpindi and Islamabad.

The information minister said Sajidullah was responsible for bringing the suicide attacker, Usman Shinwari (a resident of Nangarhar, Afghanistan), along with his explosive jacket, into Pakistan.

Shinwari carried out the attack in G-11, the minister said, noting that while the terrorists intended to cause major damage, they failed to reach their primary target.

Tarar also ran a video statement of Sajidullah, who admitted to his involvement in planning and facilitating the attack.
