ISLAMABAD: Ministry of Maritime Affairs (MoMA) has sought extension in additional charge of its Special Secretary, Nadir Mumtaz Warraich as Chairman Karachi Port Trust (KPT).
Karachi Port Trust is governed under the KPT Act, 1886 (as amended from time to time) and provides for the management of the affairs of the port through a Board of Trustees, comprising 11 members including Chairman. As per Section-6(l) of the KPT Act, the Government shall from time to time appoint a person to be Chairman of the Board and the Chairman shall be a trustee. Further, as per the decision of the Supreme Court of Pakistan the federal government has been defined as the Federal Cabinet.
The Chairman of KPT is appointed under section 6(1) of the Act ibid by the Federal Government. Section 11 of the Act, further provides that the Chairman shall hold office for such period as the Federal Government may from time to time decide.
After expiry of the term of regular Chairman, KPT on December 8, 2020, the federal government assigned additional charge for the post of Chairman, KPT, Karachi to Nadir Mumtaz Warraich, then member Federal Board of Revenue (FBR) for a period of three months or till appointment of regular Chairman, whichever is earlier.
The tenure Chairman KPT expired on March 07, 2021. The vacant position of Chairman KPT was published in the press on December 18, 2020 and the scrutiny of the applications is under process. Further, Establishment Division has been requested on February 23, 2021 to notify Committee/ Board for selection of Chairman. The response of Establishment Division is still awaited.
As per the rules of business, the comments of Establishment Division were solicited on the summary.
Ministry of Maritime Affairs maintains that Nadir Mumtaz Warraich (IRS-BS-22) presently posted as Special Secretary may be assigned the additional charge of the post of Chairman, KPT for a further period of three months from March 8, 2021 or till the appointment of the regular Chairman, whichever is earlier.
