KARACHI: Sindh High Court (SHC) Monday sought the report on E-Libraries and hiring in these libraries from provincial government after expressing annoyance over the non-appearance of Secretaries Cultural & Schools Education.

The SHC bench headed by Justice Salahuddin Panhwar said that relevant secretaries are bound to submit the report in 15 days and inquired about their absence in the hearing of the petition on E-libraries and technical institutions in the province.

"Tell them that this is the last chance," the bench asked Additional Secretary and other officials of the two departments.

Justice Panhwar observed that Sindh has not a single library, meeting the definition of a modern library and stated that installation of computers would not serve the purposes unless there are competent people to operate them.

He ordered the concerned authorities to induct the employees in libraries by keeping in view the rules, framed by Punjab Government in this regard.

Court also ordered Sindh Secretaries Finance & General Administration to extend the cooperation to improve the conditions in libraries.

Court stated Sindh has only one technical university in Khairpur district and Karachi, Hyderabad and other divisions of province lack such university. "Are all the people of province are required to go to Khairpur for technical education", Court stated.

Deputy Director Khairpur University told the court that seventeen hundred students are receiving technical education in the university when court inquired about the strength of students in it.

Court remarked that Khairpur University also impart the technical education in one subject and stated that even stenographer education is not being given in it.

"A technical college in Turkey made the ventilator in Covid19 and here even a gardener is not trained," Justice Panhwar remarked.

Court summoned Secretary School Education, Secretary Local Government, Secretary Cultural and others in person in next hearing of the case on October 12, 2020.
