alain-juppeISTANBUL: The Libya contact group has recognised the rebel National Transitional Council as the country's "governmental authority", French Foreign Minister Alain Juppe said Friday.

"In the final statement it will be indicated that the contact group recognises the National Transitional Council (NTC) as Libya's legitimate governmental authority," he told journalists on the sidelines of the group's fourth meeting in Istanbul.

"This means that we can now unfreeze certain Libyan state assets because it is the NTC that will henceforth exercise this responsibility."
