Sindh Water Commission Tuesday declared that K-IV Greater Karachi Water Project can't be completed with the existing PC-1 that lacks many components such as bridges, culverts etc. One-man judicial commission headed by Justice Amir Hani Muslim (r) viewed and directed the consultant of the project to submit a detailed reply with the commission on May 28 when it would resume the proceedings.
The consultant of K-IV project conceded in the hearing that the PC-1 lacks components like bridges, however he stated a power plant has to be installed to run K-IV. K-IV Project Director Asad Zamin stated that the augmentation of the project is also required for which the Sindh government needs to take immediate steps. "These steps are necessary so that by the time of completion of the project, these components are also be put in place.
Sindh Chief Secretary Rizwan Memon informed the commission that in addition to PC-1 of K-IV project, there would be three independent PCs-1, prepared by the relevant departments with regard to ancillary services to K-IV, augmentation plan for Karachi and establishment of a power plant for the project. The Commission ordered Sindh government to take steps in this regard so that by the time, the ongoing project is completed, the other ancillary works and power plant are also completed in order to make the project functioning in the targeted time.
Managing Director Water Board stated that PC-1 augmentation plan has been submitted by the department, however it has not been processed in the backdrop of a ban imposed by the Election Commission since April 18, 2018 on development works. The Commission directed Planning & Development Department Sindh to immediately process PC-1 for augmentation component as the ban imposed by ECP would not extend to the schemes, which fall directly under its supervision.
It also forwarded a copy of the order passed by ECP to Sindh Chief Secretary, wherein the schemes of such nature are exempted from ban. The Commission also heard Salahuddin Ahmed Advocate and Sarwar Khan, Additional Advocate General Sindh. Salahuddin Ahmed raised objection that original plan didn't reflect that the land in question was required for the project but subsequent plan of 2017 reflected such thing. The court directed the consultant of K-IV project to submit detailed reply with the Commission for hearing on the matter, which is related to alignments made in K-IV project to benefit a private housing society.
