Pakistan petroleum sales fall 2% YoY in September

Pakistan’s petroleum product sales declined 2% year-on-year (YoY) to 1.35 million tons in September 2026, mainly due to lower high-speed diesel (HSD) and motor spirit (MS) volumes, according to a report by Topline Securities released on Friday.
Excluding furnace oil (FO), overall oil marketing companies’ (OMCs) sales fell 8% YoY to 1.25 million tons during the month.
FO sales, however, surged 601% YoY to 93,000 tons in September, compared with just 13,000 tons a year earlier. HSD sales declined 11% YoY to 525,000 tons, while MS volumes fell 5% to 652,000 tons. Sales of other petroleum products dropped 8% to 76,000 tons.
On a month-on-month (MoM) basis, total petroleum product sales increased 7%, with HSD volumes rising 25% to 525,000 tons. FO sales declined 5%, while MS volumes fell 2% during the month.
“The MoM rise is mainly due to a rise in diesel volumes seen in the month because of seasonal factors,” said Topline Securities.

During the first quarter of fiscal year 2026-27 (1QFY27), total OMC sales rose 6% YoY to 4.12 million tons, compared with 3.89 million tons in the same period of the previous fiscal year, due to higher FO sales, i.e. 470%.
Excluding FO, however, sales remained broadly unchanged at 3.85 million tons in 1QFY27, compared with 3.85 million tons a year earlier.
Among major OMCs, Pakistan State Oil (PSO) recorded a 12% YoY increase in September sales to 639,000 tons, with HSD volumes rising 9% and MS sales increasing 15%. PSO’s sales also increased 12% MoM.
Attock Petroleum Limited (APL) recorded 116,000 tons in sales, unchanged YoY, while Wafi Energy Pakistan’s volumes declined 6% to 110,000 tons.
Hascol Petroleum’s sales fell 14% YoY to 37,000 tons, with MS volumes declining 26% and HSD sales rising 15%.
For 1QFY27, PSO’s total sales increased 18% YoY to 1.91 million tons, while APL’s volumes rose 11% to 364,000 tons. Wafi’s sales increased 6% to 348,000 tons, whereas Hascol’s volumes declined 12% to 114,000 tons.
