Serving in Pak missions abroad: Medical policy amended for dependent parents of govt servants

ISLAMABAD: The Ministry of Finance has amended rules governing medical treatment at government expense for dependent parents of government servants serving in Pakistan’s missions abroad.

According to an Office Memorandum issued by the Finance Division, the government has revised para-1(iv) of its earlier UO No715-R-10/84 dated October 31, 1984, relating to medical facilities for dependent parents during officers’ stay abroad. Under the amended policy, parents of officials posted overseas will remain entitled to ordinary and routine medical treatment at the place of posting. However, in cases involving special, abnormal, or extraordinary treatment — including surgery — where expenditure exceeds USD1,000, the cost will initially be borne by the officer concerned.

The memorandum states that reimbursement claims in such cases will be processed through the administrative ministry and submitted to the Ministry of National Health Services, Regulations and Coordination, and the Finance Division, subject to specified conditions.

The government has capped its maximum liability at USD15,000 in each station of posting for dependent parents of officials/officers. Any expenditure beyond this ceiling will be the responsibility of the concerned officer.

The revised instructions further stipulate that, except in emergency cases, reimbursement of expenditure will not be allowed where prior approval of the Finance Division has not been obtained. The decision has been conveyed to relevant ministries and divisions for implementation.
