Discos, K-Electric and QTA: Nepra issues notifications of ICPIAE for 1Q

ISLAMABAD: National Electric Power Regulatory Authority (Nepra) has issued notifications of Incremental Consumption Package for Industrial and Agriculture Electricity (ICPIAE) consumers of Discos and K-Electric and Quarterly Tariff Adjustment (QTA) for the first quarter of CFY 2025-26.

According SRO 2409(1) 2025, in pursuance of Sub-Section 7 of Section 31 of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997 (XL of 1997), Nepra has notified the decision of the Authority of December 09, 2025 in the Matter of Motion filed by Federal Government with respect to Incremental Consumption Package for industrial and agriculture electricity consumers.

While effecting the decision, the concerned entities including Central Power Purchasing Agency Guarantee Limited (CPPA-G) and K-Electric shall keep in view and strictly comply with the orders of the courts notwithstanding this decision.

SRO 2404(1) 2025, says that in pursuance of Proviso (ii) to Sub-Section 7 of Section 31 of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997 (XL of 1997), Nepra has notified complete decision of the Authority in the matter of requests filed by DISCOs for periodic adjustment in tariff for the 1st Quarter of FY 2025-26 already intimated to the Ministry of Energy (Power Division) on December 09, 2025.

The notification further states that the Authority has decided to allow positive quarterly adjustments of Rs 6.067 billion pertaining to the 1st quarter of the FY 2025-26, in a period of 03 months i.e. December 2025 to February 2026, at a uniform rate of positive Rs 0.3298/kWh, to be applicable to all consumer categories, except lifeline consumers and prepaid consumers.

In view of relevant provisions of Nepra Act, National Electricity (NE) Policy and Policy Guidelines issued by the Federal Government, the Authority has decided to allow the application of instant quarterly adjustments on the consumers of K-Electric as well, with the same applicability period. Accordingly, the instant quarterly adjustment of positive Re 0.3298/kWh shall also be charged from the consumers of K-Electric except life line and prepaid consumers, to be recovered in a period of 03 months i.e. December 2025 to February 2026.

In case any bills for the applicable period of the instant adjustment are issued before the notification of the decision, the same may be applied in subsequent month.

While effecting the decision, the concerned entities including Central Power Purchasing Agency Guarantee Limited, DISCOs and K-Electric shall keep in view and strictly comply with orders of the courts notwithstanding this decision.
