KARACHI: The pace of rehabilitation and reconstruction of roads, buildings and other schemes be accelerated and completed within stipulated time, and people facing hardships after heavy rains be provided relief as early as possible.
This was stated by Sindh Chief Minister Syed Qaim Ali Shah while presiding over two separate meetings of Planning and Development Department and Works and Services Department at C.M House here, said a statement issued on Tuesday.
The Sindh CM said that together with ongoing schemes and new schemes some schemes of installation of R.O plants in various localities be arranged so as to provide drinking water facility to people of the affected areas.
Keeping in view the increased demand from Members of Provincial Assembly, the CM Sindh decided to allocate Rs 60 million development schemes per MPA. Previously, there was an allocation of Rs 40 million schemes for each MPA.
Syed Qaim Ali Shah said that the Government of Sindh has also decided that funds worth Rs 40 million schemes are being allocated for all 75 Members of National Assembly (MNAs) belonging to Sindh.
The CM Sindh directed the Planning and Development Department to expedite approval of schemes, while Finance Department should release the funds accordingly.
It was also decided that 50 per cent allocation will be released for 14 reserve seats of members of National Assembly and 31 reserve seats of women for Provincial Assembly.
Syed Qaim Ali Shah said that the present government has avoided the tendency of releasing funds in the month of May and added that it was practice to utilise the funds in a haphazard way within one month in violation of terms of quality of work and standard so-approved.
The CM Sindh added that it was decided to release 50 per cent funds in the month of July and 50 per cent funds in January every year so as to maintain standard and quality of such schemes and completion of the same in stipulated time.
The meeting was informed that due to heavy rains, and presence of water on the lands and roads, the utilisation of funds for initiating development schemes was delayed.
It was informed that the total allocation of Annual Development Programme was Rs 111 billion, out of which Rs 35.55 billion were released and there is an expenditure of only Rs 11.08 billion.
Sindh CM also reviewed progress with regard to utilisation of funds and results of development schemes of various departments particularly Education, Health Department and Works and Services Department, and expressed satisfaction.
It was decided that a meeting of all departments will be convened soon to review over all progress of development schemes pertaining to those departments.
The CM Sindh warned that severe disciplinary action will be taken against the officers involved in negligence, carelessness in non- utilisation of funds on time, as people are facing hardships.
It was informed that Works and Services Department was allocated Rs 11000 million, out of which there was release of Rs 5753.531 million and so far Rs 2549.321 million has been spent.
The Secretary Works Services informed that about 2500 kilometres of roads have been damaged and for rehabilitation and reconstruction, an amount of Rs 9 billion will be required.
He said that the Works and Services Department has fixed three priorities for rehabilitation plan.
He added that work under priority one will be started within 15- days and maximum schemes will be completed upto end of June 2012.
The CM Sindh stressed to expedite the road works so as to provide facilities to agriculturists particularly the roads linking farm to market, so that the agriculture produce is brought to the market.
He said that the government is doing a lot towards relief and rehabilitation work in rain affected areas and provision of funds for the affected families through Pakistan Cards.
He also directed the newly posted Chief Engineer Buildings Hyderabad to complete the task of work on shrine of Hazrat Lal Shahbaz Qalandar at Sewhan Sharif within the time frame.
He also directed that there should be prompt monitoring of development schemes.
The incharge of monitoring section informed that 952 schemes have been monitored which include 150 schemes in highways sector.
The CM Sindh directed that the roads be constructed in a way that there no water should stagnate there.
The meeting was attended among others by Sindh Chief Secretary Raja Muhammad Abbas, Sindh Secretary Finance Naveed Kamran Baloch, Secretary Works and Services Arif Khan, Secretary to the C.M Sindh Alamuddin Bullo, Special Secretary to CM Hafeezullah Abbasi, the Chief Engineers of Highways and Buildings and other notables.
