Sindh Assembly unanimously passes 'Karachi School of Business and Leadership Institute Bill, 2012'
Sindh Assembly on Friday passed 'The Karachi School of Business and Leadership Institute Bill, 2012' with a unanimous vote to augment educational facilities, besides encouraging the private sector to participate in educational growth. The house, however, deferred consideration of two bills for next sessions.
With deputy speaker Shehla Raza in the chair, the house took up 'The Karachi School of Business and Leadership Institute Bill, 2012' and subsequently passed it into law after through deliberation. The bill received support from either side of the house. The statement of object of the bill states: "With a view to enhance educational facilities and encourage the participation of private sector in education, an Institute to be called the Karachi School of Business and Leadership Institute is being established at Karachi, therefore, it is expedient to enact a law in the matter."
During the proceeding, two other bills were also introduced in the house. However, the house deferred passage of the bills till next sessions of the current sitting of the house. The first bill, which was deferred, was 'The Sindh Protection of Breast-Feeding and Child Nutrition Bill, 2013' as lawmakers sought further time to review the proposed law and set forth their recommendations.
The house through a motion referred the bill to the house's Standing Committee on Health. The lawmakers said that the committee should accommodate their recommendations into the bill within a week and present it on next Wednesday in the house. The second bill was also delayed for consideration till next Monday, February 11. Sindh Law Minister, Ayaz Soomro, who presented these bills, pleaded the chair to defer their considerations for next dates. But, Provincial Finance Advisor, Murad Ali Shah, however called deferment of the bills after introduction in the house as illegal. He suggested that the house should give permission to refer these bills to the concerned committees for review and then bring them back for legislation during next sessions.
PPP's Munawar Abbasi, Sussui Palejo and Ayaz Soomro while MQM's Syed Sardar Ahmed sought that the bills be deferred for next sessions. The house unanimously gave its node to defer these bills. At the end of the session, PML-F's Jam Madad Ali speaking on a point of order urged the house to adopt a resolution, which the present opposition in the Sindh Assembly had moved on March 15, 2012, when it was part of the government, on protection of Sindh's geographical boundaries.
He said that Sindh Senior Education Minister, Pir Mazharul Haq, was head of the special committee to which the resolution was referred. Shehla Raza said Pir Mazhar had undergone a surgery and he would attend the next session of the house and inform it about the development on the resolution.
Jam Madad contended that Pir Mazhar had resigned from the committee, asking that who will now inform the house on the status of the resolution. He said if Pir Mazhar was not available then Ayaz Soomro should head the committee. On which, Shehla Raza said that resignation of Pir Mazhar had not been accepted yet. Ayaz Soomro, however, said that Pir Mazhar will attend the house in the next session.
Meanwhile, Jam Madad clarified an allegation of Rafiq Engineer against PML-F's leader - Imtiaz Shaikh, stating that he had not returned the official vehicles to the department, to which he was appointed as advisor. He said that Imtiaz Shaikh had returned the vehicles to the concerned department. He showed documents in the house to prove his stance on the issue.
However, Rafiq Engineer repeated his allegation, stating that Imtiaz Shaikh had not yet returned the vehicles and if he did not return these, the concerned ministry will lodge an FIR against him. When the debated between Jam Madad and Rafiq Engineer intensified, the deputy speaker abruptly adjourned the house for Monday morning.
