LAHORE: The Civil Services Academy (CSA), Lahore, successfully hosted 100 probationary officers of the Government of Sindh for the week-long National Study Tour of the 1st Common Training Programme (CTP), organised in collaboration with the Training Management and Research (TMR) Wing, Services, General Administration and Coordination Department (S&GAD), Government of Sindh, from October 11 to 16, 2026.
The initiative provided the under-training officers with first-hand exposure to innovative governance models, public-sector reforms, digital transformation, institutional practices and Lahore’s rich historical and cultural heritage, while strengthening inter-provincial cooperation and professional linkages among the future leaders of Pakistan’s civil service.
The study tour reflected the Civil Services Academy’s commitment to evolving beyond conventional classroom-based instruction towards a comprehensive, experiential and practice-oriented approach to civil service training. Under the leadership of Director General CSA, Farhan Aziz Khawaja the Academy continues to strengthen its role as a national institution for professional learning, leadership development and institutional excellence, facilitating opportunities for probationary officers from different services and provinces to exchange experiences, understand diverse governance models and develop a shared vision of public service.
Throughout the programme, CSA provided comprehensive institutional support, including coordination with host organisations, logistical arrangements, academic facilitation and faculty supervision. The visiting officers were divided into five groups, each comprising 20 probationers, with designated group leadership and CSA faculty in-charge to facilitate the programme and ensure effective coordination throughout the tour.
As part of the study tour, the probationary officers visited a wide range of provincial departments, regulatory authorities, public-sector organisations and service-delivery institutions in Punjab.
The officers received institutional briefings and participated in interactive discussions on organisational mandates, administrative reforms, regulatory mechanisms, digital governance, operational challenges and public service delivery. The visits enabled them to examine practical governance arrangements and consider how successful initiatives and institutional practices could be adapted to the administrative and developmental context of Sindh.
