ISLAMABAD: The Federal Board of Revenue (FBR) on Wednesday notified vendors for electronic monitoring of production in different sectors including manufactures of packaged tea, household electronics, paper and paperboard, edible oil/ ghee and leather.

The FBR has issued a notification in this regard. According to the FBR, Obsidian Technologies, Tollink Pakistan (Pvt) Ltd, ISSM Labelling Solutions (Private) Limited and Authentik (hereinafter “the Vendors”) are vendors authorised by the FBR under Chapter XIV-BA of the Sales Tax Rules, 2006, for electronic monitoring of production in different sectors.

The vendors, by virtue of the said authorisations, have deployed and are operating production monitoring equipment at the production lines of registered persons in the sectors for which they stand authorised, and their capability to supply, install, operate and maintain such equipment stands established before the Board.

The vendors are hereby authorised supply, installation, operation and maintenance of production monitoring equipment, comprising Internet Protocol (IP) cameras and Network Video Recorders (NVR) with recording storage of not less than two months, at the production lines of registered persons engaged in the manufacture of packaged tea, household electronics, paper and paperboard, edible oil/ ghee and leather.

This authorisation is in addition to, and not in substitution of, the existing authorisations of the vendors, which shall remain in force on their own terms.

This authorisation shall remain valid for a period of three years from the date of issue, unless earlier suspended or cancelled, and is subject to the terms and conditions set out hereunder and to the provisions of the Sales Tax Act, 1990 and the Sales Tax Rules, 2006, as amended from time to time.

The production monitoring equipment under this authorisation shall comprise only IP cameras and Network Video Recorders (NVR). Each Vendor is authorised to procure, deliver and install such equipment at the production lines of manufacturers in the five sectors, and to operate, maintain and repair it. No other equipment or software shall be supplied or charged for under this authorisation.

The IP cameras shall be installed so as to provide continuous, real-time capture of the production process at each production line. The NVR at each site shall record all camera feeds and retain the recordings for a period of not less than two months.

Sector-specific deployment

The equipment deployed in each sector shall conform to the technical specifications approved by the Board for that sector, and deployment shall commence on the issuance of the relevant Sales Tax General Order for the sector.

Each Vendor shall arrange testing of the equipment at every site, confirm compliance with the approved specifications, and provide the Board with access to the live feed and the recorded footage in the manner prescribed.

Non-transferability

This authorisation is non-transferable. No Vendor shall assign, transfer or sub-contract it, in whole or in part, without the prior written approval of the Approval Committee.

All footage and recordings captured shall be the property of the Board, shall be treated as confidential, and shall not be shared with any person other than as directed by the Board.
