ISLAMABAD: The Establishment Division on Friday warned civil servants belonging to the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG) and Office Management Group (OMG) that they could face disciplinary action if they failed to submit mandatory declarations about foreign nationality within a week.

In an office memorandum, the division said a number of officers from the four groups are yet to submit declarations required under the Civil Servants (Disclosure and Prohibition of Foreign and Dual Nationality) Rules, 2026.

The officers have been given an additional week to furnish the declarations. Failure to comply could result in proceedings under the Civil Servants (Efficiency and Discipline) Rules, 2020, the memorandum warned.

Under Rule 3(3) of the 2026 rules, all civil servants are required to submit, within 90 days of the rules’ notification in the official Gazette, a declaration covering their own and their dependants’ status regarding foreign nationality, possession of foreign travel documents and marriage to a foreign national.

Rule 3(4) stipulates that failure to submit the declaration, or submission of a false declaration, constitutes misconduct under the 2020 disciplinary rules.

The Establishment Division referred to its earlier communications of June 4 and July 17 regarding implementation of the rules, saying the competent authority had now directed that officers who failed to comply within the additional one-week period would be liable to disciplinary proceedings.

The warning comes as the government moves to enforce the newly notified framework governing the disclosure and prohibition of foreign and dual nationality among civil servants.
