PCICL is a Development Finance Institution (DFI) established in 2007, in light of the joint venture agreement between the Government of Pakistan and the People’s Republic of China through the Ministry of Finance and China Development Bank respectively. Being a DFI, PCICL is regulated by the State Bank of Pakistan.

Since last 15 years, PCICL has been playing a vital role for the economic development of Pakistan through an active advisory role to attract Chinese investment in Pakistan and by providing a wide range of financial services in Infrastructure, Industrial, Agriculture, Services, Information Technology, Manufacturing and Real Estate sectors.

Until now, PCICL has provided financing of 150 Billion PKR to more than 140 local customers. Paid a total of 9 Billion PKR income tax to local government.

Building Pakistan’s Textile Future

We are proud to announce the successful Financial Close of Phase I of Challenge Special Economic Zone (SEZ). For the past five years, PCICL has partnered with Challenge Fashion (Private) Limited, supporting its growth through multiple financing solutions, including working capital facilities. As a development finance institution with a mandate to promote Chinese investment in Pakistan, we are proud to support a project that will enhance Pakistan’s textile exports, create job opportunities and strengthen the country’s industrial base.

Plantation Drive

For PCICL, building a better future also means caring for the environment.

As part of its CSR efforts, Pak China Investment Company Limited, in collaboration with the Capital Development Authority (CDA), organized a plantation drive in the vicinity of Faisal Mosque, Islamabad, on August 22, 2026.

The event was graced by the presence of Mr. Abdullah KhurramNiazi, Member (Environment), CDA, Mr. Song Zhenwen, Managing Director, PCICL, senior management, employees and their families. More than 600 plants were planted during the drive.

Mr. Song Zhenwen addressed the gathering and reaffirmed PCICL’s commitment to environmental sustainability and responsible corporate citizenship. Mr. Abdullah KhurramNiazi also highlighted the importance of collective efforts in preserving Islamabad’s green spaces and building greater awareness around environmental sustainability.

The participation of employees, families and children made the initiative even more special, turning a simple act of planting into a shared effort to nurture nature, inspire the next generation and contribute towards a greener and more sustainable Pakistan.

Building Bridges, Creating Opportunities

In the vibrant city of Hangzhou, where innovation meets enterprise, PCICL proudly participated in the Pakistan-China B2B Investment Conference, a significant milestone in strengthening the enduring economic partnership between Pakistan and China, where H.E. The Prime Minister of Pakistan graced the occasion.

An MoU worth USD 50 Million between Pak China Investment Company Limited and China Mobile Pak was signed at the conference. This landmark agreement reaffirms our commitment towards strengthening cross-border investment.

Disability Inclusion Initiatives

We were honored to participate in the Access, Ability, Careers, Islamabad Edition 2026, organized by ConnectHear, as part of our journey towards building a more diverse and inclusive workforce.

Our booth welcomed a number of talented and inspiring special individuals, and it was truly encouraging to connect with professionals who bring unique perspectives, resilience and potential to the workplace.

A special highlight of the day was the visit of our Managing Director, Mr. Song Zhenwen, who interacted with candidates and appreciated the importance of creating equal opportunities for all that reinforced our organization’s commitment at the highest level toward meaningful inclusion.

This experience was not just about participation, it was about engaging and taking a step forward aligned with SBP’s vision of achieving greater inclusion of Persons with Disabilities (PWDs) in the workforce.

Participation in the Pak-China Mineral Cooperation Forum

Pak China Investment Company Limited (PCICL) participated in the Pak-China Mineral Cooperation Forum, reaffirming its commitment to strengthening bilateral cooperation in Pakistan’s mineral sector.

A key highlight was the inauguration of MCC Tongsin’s e-Mining Platform by H.E. Mr. Jiang Zaidong, Chinese Ambassador to Pakistan, Mr. Ahsan Iqbal, Federal Minister for Planning, Development & Special Initiatives, Mr. Ali Pervaiz Malik, Minister for Energy and the Chairman of MCC Group.

This milestone was a moment of pride for PCICL, as we provided advisory services to MCC for the development and launch of the e-Mining Platform.

Speaking at the occasion, Mr. Song Zhenwen, Managing Director of PCICL, expressed the commitment to facilitate strategic partnerships, mobilizing investment and supporting sustainable development of Pakistan’s mineral sector through collaboration with local and international stakeholders.
