Military's top brass vows to sustain anti-terror operations, warns against hybrid threats

Pakistan’s top military leadership on Monday reaffirmed its resolve to continue intelligence-based operations against terrorism, expressing concern over what it described as the use of Afghan territory by Indian-backed militant groups to launch attacks inside Pakistan, the military’s media wing said.

The commitment came during the 276th Corps Commanders’ Conference (CCC), chaired by Field Marshal Syed Asim Munir, Chief of Army Staff and Chief of Defence Forces, at the General Headquarters (GHQ) in Rawalpindi, according to a statement issued by the Inter-Services Public Relations (ISPR).

The forum offered Fateha for the martyrs of the armed forces, law enforcement agencies and civilians, describing their sacrifices as the foundation of Pakistan’s security, unity and resilience.

It also reviewed the country’s security environment and expressed satisfaction over the operational preparedness and combat readiness of the armed forces.

According to the ISPR, the military leadership voiced serious concern over the continued use of territory under the control of the Afghan Taliban by what it called Indian-sponsored militant groups, including Fitna al Khawarij and Fitna al Hindustan, to carry out attacks inside Pakistan.

The forum maintained that lasting regional peace and stability depended on preventing the use of Afghan territory by militant proxies and said Pakistan would continue intelligence-based operations against terrorism under Operation Ghazab-lil-Haq.

Beyond military operations, the commanders stressed the need for stronger governance structures in restive areas to improve public service delivery and dismantle what they termed the nexus between terrorism and organised crime.

The conference also observed that following what it described as Pakistan’s comprehensive success in “Mark-e-Haq”, hostile elements had increasingly relied on hybrid warfare and disinformation campaigns to create instability. It condemned all forms of state-sponsored financing and facilitation of militant proxies and pledged to counter such efforts with resolve.

Reviewing regional developments, the forum appreciated Pakistan’s role in promoting dialogue, de-escalation and regional stability, while reaffirming the country’s commitment to peaceful conflict resolution, international law and regional cooperation.

Discussing the Indus Waters Treaty, the commanders reiterated the position adopted by the National Security Committee on April 24, 2025, and pledged to take all necessary measures to safeguard Pakistan’s share of water in line with government directives.

The forum also condemned what it described as ongoing human rights violations and demographic changes in Indian Illegally Occupied Jammu and Kashmir, reiterating Pakistan’s diplomatic, political and moral support for the Kashmiri people and their right to self-determination under relevant United Nations Security Council resolutions.

In his concluding remarks, Field Marshal Asim Munir directed commanders to expedite implementation of the armed forces’ multi-domain transformation plan in line with the evolving nature of warfare. He also called for maintaining the highest standards of vigilance, operational readiness and professional excellence to effectively respond to conventional, sub-conventional and hybrid threats while safeguarding Pakistan’s sovereignty and national interests.
