PESHAWAR: The Government of Khyber Pakhtunkhwa has incorporated 10 more departments and introduced 88 new reforms initiatives to increase the total number of interventions under its good governance roadmap from 362 to 450.
More departments and reforms have been introduced under the Good Governance Roadmap 2.0, which has been launched by the Chief Minister Muhammad Sohail Afridi.
During the briefing on Good Governance Roadmap 2.0, it was highlighted that the reforms are aimed at delivering measurable improvements in governance, transparency and public service delivery across key sectors. Under the initiative, land record services will be taken directly to citizens through mobile service units, with a particular focus on facilitating the elderly, sick and women, while integration with NADRA will ensure transparent and corruption-free land transactions. A modern, camera-based traffic enforcement system will be introduced to improve road safety and compliance, alongside a dedicated school zone safety package and targeted engineering interventions to reduce accidents.
Environmental governance will be strengthened through the establishment of smog monitoring systems and climate observatories providing real-time air quality data, as well as the introduction of toxic waste and wastewater monitoring mechanisms.
The Billion Tree Plus Program will be further expanded to consolidate gains in afforestation and climate resilience. In the transport sector, digitization of driving licenses will be completed to enhance efficiency and transparency, while an intra-city transport system under a public private partnership model will improve inter-district connectivity.
Access to justice and rehabilitation services will be improved through the rollout of legal aid and case facilitation for vulnerable populations, along with telemedicine and health screening in prisons.
Interventions will also be introduced to support the placement of skilled juvenile inmates in industries to facilitate reintegration.
Labor sector reforms will expand ESSI health coverage to include advanced medical services, while enforcement of maternity benefits will strengthen financial protection for working women.
In sports and youth development, playground infrastructure will be upgraded and talent grooming programs introduced to create pathways for youth at national and international levels, while sports facilities will be managed through public private partnerships to improve service quality.
Disaster preparedness will be enhanced through the implementation of an early warning system for timely alerts, alongside the introduction of direct digital payments to ensure rapid and transparent financial relief to affectees.
GPS tracking of ambulances and rescue vehicles will further improve operational efficiency and accountability. Administrative reforms will include the launch of an e-pension system to streamline pension services and the establishment of a provincial nerve centre to strengthen governance oversight and real-time monitoring of service delivery. These initiatives, forming a core component of the Good Governance Roadmap 2.0, are designed to deliver tangible outcomes by improving institutional performance, enhancing transparency, and ensuring faster, citizen-centric service delivery across the province.
A progress review of ongoing reforms under the Good Governance Roadmaps revealed that 362 reform initiatives are currently being implemented across 16 departments, supported by over 2,200 action steps. To ensure robust oversight, more than 440 weekly, 70 monthly, and 5 quarterly review meetings have been conducted to date. In the health sector, 150 out of 250 Basic Health Units have been made operational on a 24-hour basis, with full coverage expected by June 2026. The outsourcing of 72 health facilities is underway, while 700 doctors have been recruited and 2,400 medical officer positions approved.
The polio campaign has been expanded to 45 additional union councils, including previously inaccessible areas, while more than 150 vaccinators have been deployed across over 60 hospitals with expanded evening vaccination services. As a result, immunization coverage has increased by approximately 24 percent. In municipal services, 2,500 kilometers of drains and sewerage lines have been cleaned, while a rural waste collection system is operational, collecting approximately 4,500 tons of waste on a monthly basis.
Urban beautification and infrastructure development projects are also progressing. In the education sector, furniture has been provided to over 100,000 students, while 3,500 scholarships have been awarded. Disciplinary actions against over 16,000 teachers have contributed to an increase in attendance to 91 percent.
In agriculture, 150,000 wild olive trees have been converted into productive varieties, while farmers are being provided with modern agricultural machinery. Cement lining of over 700 watercourses has also been completed.
Under social welfare, around 20 special education institutes have been revamped, with the recruitment of 146 teachers, along with physiotherapists, speech therapists, and psychologists to strengthen specialized support. Financial assistance is being extended to vulnerable groups, with over 3,100 orphans and 3,300 widows receiving a monthly stipend of PKR 5,000 each.
The government has also procured a large number of assistive devices, including electric wheelchairs, tricycles, sewing machines, and hearing aids, to improve the quality of life for persons with disabilities. Additionally, 14 buses have been operationalized to facilitate transportation for children enrolled in special schools across the province, reflecting a focused effort toward inclusivity and social protection.
In the IT sector, a cashless payment initiative has been launched, and the KP Digital Payment Act 2025 has been approved. More than 100 government services have been digitized, while thousands of cases have been processed through e-Summary and e-Office systems.
Additionally, 114 services across more than 25 departments are now available online, and the Dastak App is providing access to over 60 public services. In the tourism sector, solid waste management in Galiyat Development Authority areas has been outsourced, while land use and master planning for Kalam, Kaghan, Kumrat, and Galiyat is underway.
Interest-free loans to the tone of Rs 150 million have been disbursed to promote community-based accommodation. Additionally, the new General Bus Stand in Peshawar is nearing completion and is expected to become operational by June 2026.
Speaking at the occasion, the chief minister said that the roadmap is being personally monitored at the highest level, emphasizing that delays in public service delivery will be treated as a serious administrative offence, warranting strict action under the applicable rules.
In view of the upcoming tourism season, the Chief Minister directed all relevant authorities to ensure a safe, welcoming, and facilitative environment for tourists, highlighting the importance of projecting Khyber Pakhtunkhwa’s renowned hospitality. He further instructed for the immediate facelift of tourist destinations and accelerated improvements in infrastructure and services to fully capitalize on the province’s tourism potential.
Under the roadmap, the Chief Minister has issued directives for the priority completion of the PC-1 for the Nathia Gali Road, the initiation of the Circular Railway project, and the completion of preliminary work for railway expansion to District Khyber and Mardan before the next budget.
The government, he said is actively working on the introduction of an e-challan system, which will encourage transfer of vehicle ownership during sale and purchase.
