LAHORE: Lahore High Court (LHC) has been moved against federal government and National Electric Power Regulatory Authority’s (NEPRA) for scrapping of the net metering system and replacing it with a net billing framework under the Prosumer Regulations 2026, which has sparked widespread public criticism.
LHC Justice Abid Hussain Chattah heard the petition.
The federal government, NEPRA and LESCO, among others have been made parties. The petitioner demanded stay order on the decision but the court sought responses from the federal government, NEPRA and LESCO.
According to the petitioner, the government broke the promise of unit for unit. It said that the future of citizens who invested heavily in solar systems was at stake with the new policy. The petitioner said the new NEPRA law is a violation of fundamental property rights.
The petitioner said that the formula of buying electricity expensively and selling it cheaply is discriminatory therefore the court should order the maintenance of the old net metering policy.
