KARACHI: The Trading Corporation of Pakistan (TCP) has blacklisted nine sugar mills as they were failed to perform the awarded contract with the state-run grain trader for supply of sugar.

According to the TCP, these nine sugar mills will not be eligible to participate in any tender floated by the corporation. The TCP has also requested all other federal and provincial government departments and organizations for action against these sugar mills as per their policies.

Cumulatively, these nine sugar mills not supplied around 100,000 metric tons sugar and the defaulted amount is about Rs 10.3 billion. This amount included price of the procured commodity and interest payment on the commodity financing obtained for sugar procurement.

Sources said that the TCP procured sugar from these mills during 2007-8 and 2012-13 and the commodity stocks were remained in the godowns of these mills. However, when the prices of the commodity were increased in the market, these mills, reportedly, sold the TCP’s sugar stocks at higher rates to other market players. Later, when the TCP asked for sugar supply, these mills failed to perform the contract.

The TCP had made payments up to 90 percent to these mills at the time of procurement. Now, it is taking strict action against these sugar mills.

As per details, M/s Abdullah (Ex-Yousuf) Sugar Mills Limited has blacklisted by TCP, vide order/decision in item No. 13/ECM-523 dated 08-03-2021 on account of their default and failure to perform the contract/award against the two tender tenders. It signed agreements for supply of 20,265 metric tons sugar, however supplied only 7,000 metric tons sugar.

M/s Abdullah (Ex-Yousuf) Sugar Mills Limited, response to TCP against the final show cause notices was not satisfactory. Therefore, in exercise of the powers conferred under clause-5 of the TCP’s, M/s Abdullah (Ex-Yousuf) Sugar Mills Limited was black listed permanently. Now, it will not be eligible to participate in any tender floated by TCP as well as other departments or organizations of the federal and provincial governments.

M/s Abdullah Sugar Mills Limited was blacklisted by the TCP for noncompliance of contract of 6,798 metric tons sugar. It supplied some 3,462 metric tons sugar and currently defaulted of 3,336 metric tons sugar.

Final show-cause notices were issued on July 2, 2019 and September 09, 2019 and the reply was not satisfactory. Therefore, TCP has permanently black listed M/s Abdullah Sugar Mills Limited.

In addition, M/s Haq Bahu Sugar Mills Limited is also blacklisted on account of their default and failure to perform the contract with TCP. It was awarded contract for supply of 13,530 metric tons, however it hardly supplied 1,499 metric tons to TCP. Haq Bahu Sugar Mulls not replied to any of show cause issued to TCP, therefore permanently blacklisted by TCP.

M/s. Haseeb Waqas Sugar Mills Limited was failed to supply some 5,312 metric tons sugar as against awarded quantity of 6,799 metric tons. Its reply to the TCP’s show cause was not satisfactory. Therefore, the TCP has permanently blacklisted the M/s. Haseeb Waqas Sugar Mills Limited.

M/s Macca Sugar Mills Limited, signed contract for supply of 4,920 metric tons and not supplied a single tons to TCP. The mill even not replied to any show cause notices issued by TCP, therefore, in exercise of the powers conferred under clause-5 of the TCP's has blacklisted it permanently.

M/s Abdullah Shah Ghazi Sugar Mills Limited blacklisted by the TCP for short delivery of 11,215 metric tons sugar as against awarded quantity of 13,530 metric tons. The TCP issued final Show cause notices to M/s Abdullah Shah Ghazi Sugar Mills Limited on July 12, 2019 and October16, 2020. However, the sugar mill not replied to any of show-cause notices. Therefore, the TCP has announced to blacklist M/s Abdullah Shah Ghazi Sugar Mills Limited.

M/s Seri Sugar Mills Limited failed to supply 4,400 metric tons sugar as against awarded quantity of 7,500 metric tons and its reply to final show cause was not satisfactory. Accordingly, TCP has permanently blacklisted M/s Seri Sugar Mills Limited.

M/s Tandlianwala Sugar Mills Limited’s contract was for supply of 83,858 metric tons sugar, however the mills supplied 31,007 metric tons. Its reply was not satisfactory, therefore TCP blacklisted.

M/s TMK Sugar Mills Limited was defaulter of 16,838 metric tons sugar and its reply to show cause was not satisfactory final show, therefore, in exercise of the powers conferred under clause-5 of the TCP’s M/s TMK Sugar Mills Limited is black listed permanently.
