Balochistan Package: government failed to implement major demand

The government conceded before the Cabinet that it has not been able to implement one major demand of the people of Balochistan promised in Aghaaz-e-Haqooq-e-Balochistan Package (AHBP): constitution of a commission to investigate the circumstances of the death of Nawab Akbar Bugti.
Sources said that Ministry of Law, the implementing body of this specific clause in AHBP, informed the Cabinet that the matter was still at an initial stage despite the fact that Balochistan package was announced during the joint session of Parliament in 2009 with the objective of removing the grievances of Baloch people.
The government has not been able to implement the AHBP in letter and spirit and opposition members in the Parliament have been blaming the government for it. They also point out that the never ending incidents of killings and kidnapping by 'unknown' agencies in Balochistan have not decreased since the announcement of AHBP three years ago.
Senators allege that the government failed to deliver on promised political rapprochement with the estranged Baloch leaders in exile and security related issues. The reasons, they say, is that political rapprochement and security related issues are seemed not to be in control of the civilian government.
The deteriorating law and order situation was also accepted by the Advisor to Prime Minister on Human Rights, Mustafa Nawaz Khokar in the National Assembly, who stated that the number of forced disappearances in Balochistan have increased during the current year. In 2010, he said, cases of 102 forced disappearances were reported while in 2011 the total number of cases was 206.
Balochistan is facing poor law and order situation and cases of targeted and sectarian killings and drug addiction are on the rise. Contrary to the government/establishment claim that most of the policy actions contained in the AHBP have been implemented, the Advisor to the prime minister informed the National Assembly that the government has not yet fully implemented the package.
Establishment Division informed the Cabinet that out of the total 61 proposals, 45 have been implemented and remaining 16 are being implemented. An official on condition of anonymity said that AHBP was designed to address the grievances of the people of Balochistan related to constitutional, political, administrative and economic issues. All the announcements made in the Package were good but slow and in some cases outright non-implementation was a matter of grave concerns for the parliamentarians from the province. The government has not been able to fully deliver on the promise of rehabilitating the displaced persons.
