Secretary General Foundation for Rehabilitation and Education of Special Children (FRESH) Ashba Kamran has accused the Punjab government for misusing of funds of Special Education for distribution of laptops among students on political grounds.
In a statement issued here on Friday, she said the Chief Minister Punjab had not appointed a minister for Special Education; resultantly no significant work was on the credit for the Punjab government until the Ministry of Special Education had been devolved to the provinces under 18th amendment.
Ashba said there was a high dropout rate of students from mainstream education system due to their learning difficulties, adding majority of those students were facing Attention Deficit Disorder, Attention Deficit Hyper Disorder and Dyslexia. She said all such children were exposed to corporal punishment in mainstream public schools and dropped out eventually. Those all children fell under the category of Special Education Needs (SENs), she added.
According to her, a few NGOs were working for the SENs children and the FRESH was one of them. She said there was a need of strong government backing to such organisations in order to educate and train the slow learners.
However, she deplored that the Punjab government was paying no heed to repeated requests of FRESH and instead only a few favourite NGOs were being facilitated in the name of special education. Also, she said, the remaining funds were being misused by distribution of laptops among students for political gains. It was a general impression that the Punjab government was distributing laptops among students to shatter the rising image of another political party in the youth, she added. Ashba said FRESH had decided to agitate against the Punjab government for ignoring the SENs children along with the slow learners and their parents.
