FROM A RINGSIDE SEAT: Wrangling over 20th Amendment Bill continues

The wrangling between two major political parties over 20 Constitutional Amendment have made all the other issues hostage, but thanks to the senators in the upper House who spoke of simmering situation in Balochistan. The amendments on the agenda for the last six days from the beginning of the current sitting could not be pushed through the Parliament and now seems to be delayed till next week.
The hitch of course, as repeatedly reported, was over the next caretaker set up and opposition was not ready to trust the ruling party for inducting a neutral set up also acceptable to the other political parties. The issue of Balochistan was raised in a totally different context by the Senators with members one after another were skeptical about US congressional body for taking up the Balochistan issue with hidden nefarious designs.
The person who raised the issue was Senator Raza Rabbani and other followed him, the very man who preferred to resign as leaders of the House for being denied the slot of the Chairman Senate and starting sitting on the back benches. Since then Raza Rabbani was being counted among disgruntled members but the time changed and ruling Pakistan People's Party decided to give deprived rights to the people of Balochistan through Aghaz-e-Haqooq-e-Balochistan Package.
Rabbani felt privileged for being architecture of the Package and mended his ways with the party and accepted to become advisor to the Prime Minister only to have honour and get his name written in the history as man who had done something for Balochistan. He appeared most aggrieved person in the Senate as not much has been changed since the presentation of the package in the province as people continues to be disappearing and news of killings has become a routine.
Parliamentarians whether in the National Assembly or Senate without missing a day spoke on the smouldering situation in Balochistan and the government does not wake up from the state of denial and assurances of making committees and taking the people to the task. The story of the latest killing of the members of the Dhomki family as narrated by the senator and members of the National Assembly was the height of brutality and was making even the stiff-hearted people cry on knowing that a mother of 12 years was begging from merciless killers the life of her daughter. And as usual, the Minister for Interior was giving happy news that a high-powered commission was constituted and with the slightest doubt everyone knows what happens when a matter is referred to the Commission.
Thus no one seems to be taking seriously the assurances of the Interior Minister and Raza Rabbani was most disappointed on the outcome of the Balochistan package. The government may claim credit of implementing the fiscal aspect of the package by giving jobs to the people of Balochistan and additional financial resources but the situation on administrative aspect of the package has gone from bad to worse as the provincial government was completely helpless in law and order situation largely because Frontier Constabulary, as stated by the members, seems to be in total command. Why does government continue to promise on the things which does not fall under its purview, practically, and is unable to deliver?
The government has neither been able to deliver on the promise to constitute a Commission to determine circumstances of death of Nawab Akbar Bugti, one of the major demands of Balochistan people, nor initiated political dialogue with major stakeholders of the province. Raza Rabbani and other members of the Senate have been upset and rightly so for taking up the Balochistan issue by the US congressional committee and asked pertinent questions whether the US or any other country has the right to discuss the issues of other country at such a highest level. The implementation of Balochistan package in letter and spirit, according to the parliamentarians, would have improved the situation and may have disappointed the ill and nefarious designs of referred or any other country in the restive province who wanted to exploit the situation for their interests.
