Public Accounts Committee (PAC) report has revealed that National Assembly and the Senate Secretariat Employees Co-operative Housing Society faced heavy losses due to non-transfer of land to the society despite advance payments in billions of rupees.
The report says that embezzlement of billions of rupees was detected in societies that has been committed by the Administrator, Tariq Ayub Khakwani. The report says that advance payments were made to various people for purchase of land but it was not transferred in the name of Society and caused heavy losses to its members.
The Federal Investigation Agency (FIA) in its finding has pointed out irregularities committed by Administrator Tariq Ayub Khakwani. When, he (Tariq) took over the charge of the society, there was a balance of Rs 1.6 billion in the account of the society.
According to the report, the administrator paid Rs 50 million on 28-04-2009 through cheque No 04584357 to Haji Naeem for purchase of land without any agreement, but Haji Naeem failed to provide land to the society and refunded Rs 20.5 million while the remaining amount has not been paid back so far.
The administrator also paid Rs 8.5 million to Usman Nawaz Khokar for purchase of 34 kanal but not a signal kanal of land was transferred. Similarly, the administrator paid Rs 10.76 million to Tariq Khakwani and Tabarak Hussain for purchase of 45 Kanals but no land has been transferred so far.
The report further says that the administrator also awarded contract to M/s Muhammad and Brothers (MAB) Engineers and Developers without any lawful authority. Payment to the consultant was made without calling any tender and an amount of 6.9 million out of 14 million has been paid to the consultant despite the fact that the development work was stopped in April 2009, the report added.
Record of the society has been sealed by the Registrar/DC, Islamabad and has not been provided to the FIA for examination. The report says that the Additional Director General FIA concluded that the Administration has drained out 160 million of the Society, available at the assumption of the charge and nothing concrete and substantive has been given to the society.
He also recommended that criminal proceedings may be initiated against all those who were involved in it. The Public Accounts Committee (PAC) took a very serious view of alleged gross irregularities and mismanagement in the National Assembly and the Senate Secretariat Employees Co-operative Housing Society. Tariq Ayub had been suspended immediately on the directions of the PAC and further investigation was conducted in line with the other committees of the Parliament.
