Pakistan Enginee-ring Congress has suggested the government to create a 'national climate fund' to meet the expected losses from natural calamities like floods and earthquakes. "Pakistan faces environmental issues owing to global changes, hence there is an urgent need to form a fund which could help immediate restoration and rehabilitation of shelter-less and homeless people," said PEC President, Engr. Hussnain Ahmed.
Talking to APP on Sunday, he said that climate changed when the planet received more or less sunlight due to subtle shifts in its orbit. But in the past century, another force has started to influence earth's climate. The global rise in temperatures due to increasing emission of green house gasses is being further aggravated by the fast pace of deforestation and degradation of forests. "Unless the levels of carbon emission are reduced, there will be earth shattering, raising global temperature by two-degree Celsius by 2050," he said, adding that the menace of rising temperature/climate change is being spearheaded by industrially advanced countries and fast emerging economies of China, Brazil and India.
He said that Pakistan contributes a negligible 0.53 percent CO2 emissions annually. In four days, from July 27 to July 30, 2010 a huge deluge of 2539 inches of rainfall took place.
The PEC chief made the following proposals to combat environmental issues: all flood bunds in the country be redesigned to meet latest requirements, flood warning and forecasting systems need extension and improvement, effective management of hill torrents, proper planning for massive plantation of trees, water storage, both on channel and off channel, be built to attenuate flood peak.
