Financial constrains and shortage of manpower are hindering the performance of the Capital Police and it is being expected that in next fiscal year budget more resources would be allocated to Islamabad Police, sources revealed to this scribe.
In most of the cases the investigation officers have to spend money from their own pockets to investigate the cases and even to pay the fuel and other charges, Islamabad Police sources said, while talking to this scribe on Wednesday.
Apart from shortage of manpower, resource constraints are another aspect, which is marring the professional performance of the police force, Islamabad Police sources said.
Resources allocated to Islamabad Police are nominal, they said, adding the top brass of the Capital Police have sent proposals to Interior Ministry in which priorities were fixed and there are expectations that better allocations in Federal budget will help revamp this force.
The police officials are not trained to that level to investigate the cases effectively, they said, adding that the necessary investigation techniques including forensic machine, access to Nadra database as well cell phones record were not available with the Islamabad police.
Few forensic machines were imported from China in the recent past, however, police could not operate the machines due to lack of properly trained manpower and its operational cost, sources said.
When asked about the investigation process, they said that the lack of facilities and expertise are hurdle in quick investigation. They said that three high profile murders were committed in the jurisdiction of Industrial Area Police Station, but no progress was seen in the investigation.
They said that Federal Minister for Minorities Affairs Shahbaz Bhatti, a Chinese lady doctor and Director Special Education Dr Awais Qazi were murdered in this area. No progress has so far been made in the cases.
Lack of resources and proper investigation methodology and equipment is main cause of delay in arrest of the trained killers.
The latest investigation technology is need of the hour, they said, adding that capital Police needs finances for purchasing weapons, vehicles, and other logistics, administration and training needs.
