Political, democratic system not strong enough: Baloch

Jamaat-e-Islami Secretary General, Liaquat Baloch, has expressed deep concern over the situation arising out of lack of confidence between the judiciary and the parliament and the non implementation of the courts decisions. He has urged the parliament and the Presidency to give preference to the rule of law and judiciary's independence as a fresh confrontation between the parliament and the judiciary would only pave way for another dictatorship.
In a statement here on Monday, he said, the political and democratic system in the country were not strong enough. The decisions of the commission nominated by the parliament were tagged to vested interests and were not independent or on merit and the government's performance in any sphere was not up to the mark. However, he said, the masses had full confidence in the judiciary as its performance was better and encouraging in spite of unfavourable conditions.
Liaquat Baloch said that under the 18th and 19th constitutional amendments, a new procedure had been worked out for the appointment of superior courts judges through a Parliamentary Commission and a Judicial Commission. However, a conflict had arisen between these two institutions and the situation could get worse in future. The Parliamentary Commission's decision had been rendered ineffective by the Judicial Commission. It was now to be seen whether the Parliament would keep silent, whether it was ready to review its decision or it would go for a clash with the judiciary. However, the parliament had to play its role.
He said a number of practical difficulties in the 18th and the 19th amendments had arisen by now and the best course for the parliament would be to go ahead for the 20th amendment and drop the negative and unconstructive provisions instead of opting for a confrontation with the judiciary. He said, the masses had offered huge sacrifices for the judiciary's independence and for undoing the unlawful steps taken by the military dictator against the judiciary, and they would not tolerate any cuts in the judiciary's independence.
