LAHORE: A division bench of the Lahore High Court on Tuesday provisionally appointed Dr Rukhsana Kausar as Vice Chancellor Lahore College for Women University (LCWU), after amending its earlier orders for provisional appointment of Dr Uzma Quraishi for the slot.
The bench headed by LHC Chief Justice Syed Mansoor Ali Shah passed the orders on an intra court appeal (ICA) by the Punjab government challenging the LHC single bench orders that ordered removal of the acting VCs of LCWU , Punjab University, University of Sargodha and Nawaz Sharif University of Engineering & Technology Multan.
On December 19, 2016, the bench ordered provisional appointment of Dr Uzma Quraishi as VC LCWU and three other VCs in public sector Universities on an identical appeal by the Punjab government in the matter.
During Tuesday's hearing, a law officer informed that Dr Uzma Quraishi, who was provisionally appointed as VC LCWU by the bench on December 19 (Monday), was already serving as VC LCWU as an interim arrangement.
The bench noted that it provisionally appointed VCs for four universities from the names proposed by the search committee constituted by the government as an interim step after consent of the parties. It was also agreed that any incumbent working on interim arrangement should be replaced, it added.
However, temporary appointment of Dr Uzma Quraishi was not brought to our notice during hearing of identical appeal on Monday, the bench said and added that in order to maintain consistency, Dr Uzma Quraishi was substituted by Dr Rukhsana Kausar whose name was also proposed by the search committee for the said university.
The bench adjourning the matter till January 12 extended interim relief already granted on identical appeal and sought reply from the respondents.
The Punjab government through its appeal had challenged the November 14 order of the LHC's single bench. The government had submitted the judgment was against the law, contending the subject of education was devolved to the provinces after 18th Constitutional Amendment and appointment of VCs at public-sector universities fell within the provincial domain.
