The Senate Standing Committee on Cabinet Secretariat on Wednesday passed 'The Shaheed Zulfiqar Ali Bhutto Medical University (SZABMU) Islamabad (Amendment) Bill, 2017.' The committee met with Senator Muhammad Talha Mehmood in the chair at the Parliament House. The committee also discussed 'The Islamabad Club Administration and Management Bill, 2017.'
The committee members expressed concern over allocation of land to the university and separation of management of PIMS hospital and university.
The minister for Capital Administration and Development Division, secretary CA&DD and chairman Higher Education Commission (HEC) gave a comprehensive briefing in this regard and answered the senators' questions. The minister assured the committee regarding implementation of the bill in letter and spirit. After a marathon debate and the counter assurances, the bill was passed and referred to the House for its consideration.
'The Bill on Administration and Management of the Islamabad Club,' proposed by Senator Azam Khan Swati, was discussed. The mover was of the view that at present the management of the club is being run on ad hoc basis by borrowing members of the committee of the management which is a seven members committee headed by the administrator of the Islamabad Club, adding that it should be constituted on the regular basis under the cover of law.
Moreover, he said that a proper procedure for the audit of club should be adopted under the law. The committee agreed to the suggestion in principle but suggested that the new board of governors should be more on the lines of an elective body.
After deliberations it was decided that the bill shall be taken up again in which the mover shall redraft the bill after consulting other members and comparing the structure of other clubs.
Senators including Kalsoom Parveen, Kamil Ali Agha, Azam Swati, Hidayat Ullah, Haji Saif Ullah Khan Bangash and others participated in the meeting.
