Governor signs Provincial Motor Vehicle (Second Amendment) Bill 2026

LAHORE: Punjab Governor Sardar Saleem Haider Khan signed the Provincial Motor Vehicle (Second Amendment) Bill 2026 to reduce fines and abolish penalties for traffic rules. Provincial Motor Vehicle (Fourth Amendment) Ordinance 2025 stands repealed after Punjab Governor’s assented to Provincial Motor Vehicle (Second Amendment) Bill 2026.

The Provincial Motor Vehicle (Second Amendment) Bill 2026 has significantly reduced severe penalties, reduced fines, and abolished imprisonment.

The Governor Punjab Sardar Saleem Haider Khan, while signing the amendment bill, said that the Pakistan Peoples Party has always taken decisions for the public service. He said that the people are already burdened by inflation and additional fines in terms of traffic rules would be inappropriate.

The governor said that the amendment in the fines and punishments in the current bill will provide relief to the poor people, motorcyclists, and rickshaw drivers.

He further said that the heavy fines for violations of various traffic rules in the old ordinance were a great injustice to the poor people.

According to the details: In the old ordinance, the penalty for licensing-related offenses was a fine of 50,000 to 100,000 and sentence of six months but in the new bill the fines have been reduced to five thousands to then thousands while sentence of imprisonment has been abolished.

In the old ordinance, the penalty for one-way violation was 50,000 or 6 months imprisonment or both, while in the new legislation, the fine of 5,000 and imprisonment has been abolished.

According to the Provincial Motor Vehicles Ordinance, the existing imprisonment and fines of lakhs of rupees have been abolished or reduced for traffic offenses such as driving license, driving in the wrong direction, violation of age limit, using a vehicle without a fitness certificate and overloading.
