LAHORE: The Punjab government has approved a memorandum of understanding (MoU) between the Overseas Employment Corporation and the Labour and Human Resource Department, aimed at expanding overseas employment opportunities.

“The MoU will help organise and broaden the scope of overseas employment, facilitating the exchange of human resources with various countries. This will prove beneficial for the economy of Punjab,” stated Punjab Finance Minister Mian Mujtaba Shuja-ur-Rehman during a meeting of the standing committee of the cabinet on legislative business and privatisation held on Monday.

The meeting was attended by Punjab Local Government Minister Zeeshan Rafiq, Punjab Information and Culture Minister Azma Zahid Bokhari, along with secretaries from relevant departments and senior officials. The purpose of the meeting was to review recommendations submitted by various departments regarding important legal, administrative, and policy matters.

The committee approved the issuance of a no objection certificate (NOC) for the MoU and adopted several key recommendations in the interest of the public and to strengthen governance. These recommendations included amendments to the Punjab Public-Private Partnership Rules 2025, revisions to the Punjab Delegation of Financial Powers Rules 2016, proposed amendments to the Punjab Judicial Academy Act 2007, and the approval of the Punjab Film City Authority Ordinance 2026. Additionally, a consensus was reached regarding the proposal to upgrade the sub-campus of the University of Engineering and Technology in Narowal to a full-fledged university.

Furthermore, the committee approved a request to present to the Provincial Cabinet a proposal for the inclusion of various departments’ laws in the schedule of the Punjab Enforcement and Regulation Act 2024. Issues related to the extension of state land lease periods were also examined in detail, and it was agreed to follow the appropriate rules and regulations.

In his remarks during the meeting, the Punjab Finance Minister emphasised that the government is committed to ensuring institutional reforms and transparency through effective legislation and improvements in laws.
