Failure to submit required documents: Customs suspends clearance of various import consignments

KARACHI: Pakistan Customs has suspended clearance of a significant number of import consignments due to importers’ failure to submit required documents, as authorities move to streamline the Faceless Examination system through Central Examination (CEC).

The action comes after customs officials observed that in numerous cases, importers and their authorized clearing agents are not providing container-wise detailed packing lists when filing Goods Declarations (GD), creating substantial operational challenges and causing delays in examination and assessment processes.

According to official documents, importers and clearing agents must submit all required documents electronically through the Web-Based One Customs (WeBOC) system, along with proper and complete declarations and descriptions of goods.

Pakistan Customs has emphasized that the provision of a detailed packing list is an essential documentary requirement under Customs Rules, which mandates importers to make complete and correct declarations of goods supported by relevant documents.

The required packing list must be container-wise and include marks and numbers, package count, and item-wise weight and description of all goods being imported.

Customs authorities have directed all importers and clearing agents to ensure that each Goods Declaration filed includes: A container-wise detailed packing list indicating the container number and seal number; Complete description, quantity, and weight of each item; A commercial invoice that clearly matches the items listed in the packing list; All other documents necessary to establish the correctness of the declaration.

Officials stated that strict adherence to these documentary requirements will ensure expeditious examination, minimize queries, and significantly reduce the dwell time of consignments at ports and terminals.
