Financial management, procurement and data governance: Govt approves IDA-backed ‘ESCP’ initiative

ISLAMABAD: The government accorded a formal approval to the Environmental and Social Commitment Plan (ESCP), a federal initiative backed by the International Development Association (IDA), aimed at strengthening public financial management, procurement systems, and data governance.

The ESCP initiative (Phase 1) is being launched under the Pakistan Public Resources for Inclusive Development (PRID) Multiphase Programmatic Approach. The ESCP outlines how Pakistan’s Finance Division and partner federal institutions will manage environmental and social risks as they implement the first phase of the programme. The plan forms a legally binding part of the Financing Agreement with the World Bank and ensures the project aligns with the Bank’s Environmental and Social Standards (ESSs).

Under the plan, a Program Management Unit (PMU) will be established within the Finance Division within three months of project effectiveness. The unit will include specialized staff, such as Environmental and Social Development Specialists and Public Engagement and Communications Specialists. Key implementing bodies — including the Controller General of Accounts, Pakistan Procurement Regulatory Authority, and Pakistan Bureau of Statistics — are required to appoint environmental and social focal points. A significant focus of the ESCP is the management of e-waste, given the project’s substantial investments in digital systems and IT hardware.

The government will develop and adopt Standard Operating Procedures (SOPs) for e-waste and embed them in the project’s Operations Manual (OM), alongside environmental and social screening tools and labor management procedures. The ESCP mandates regular monitoring, including biannual environmental, social, health, and safety (ESHS) performance reports to the World Bank. Contractors will be required to report monthly on compliance with environmental and social safeguards, labor standards, and codes of conduct, including provisions to prevent forced labor, child labor, and sexual exploitation and harassment.

The plan also includes a detailed protocol for reporting incidents and accidents, requiring the government to notify the World Bank within 48 hours of any serious event, followed by a corrective action plan within 10 days.

Recognizing the social implications of reforms, particularly in areas such as energy subsidies and potential government rights-sizing, the ESCP requires that all technical assistance explicitly analyze distributional impacts across income groups, gender, age, disability status, and regions.

In line with global best practices, the plan emphasizes stakeholder engagement, mandating pre-budget consultations, periodic outreach to trade unions and professional associations, quarterly citizen forums, and public opinion surveys on economic reforms. A dedicated project grievance mechanism — including SEA/SH-sensitive reporting pathways — must be operational within 30 days of the project’s effective date.

The approval of the ESCP signals that Pakistan has completed key implementation readiness steps. With the Operations Manual and grievance redress systems prioritized as early deliverables, the government aims to begin rolling out Phase 1 of the multiyear public resource reform program in the coming months.

Officials say the initiative will help modernize public institutions, strengthen fiscal transparency, and enhance service delivery — while ensuring that environmental and social safeguards remain at the core of implementation.
