ISLAMABAD: The Federal Board of Revenue (FBR) has reconstituted “Single Portal Committee” of federation and provinces for filing of sales tax returns by taxpayers falling within the jurisdiction of four Provincial Revenue Authorities/Board.

In this regard, the FBR has issued a notification on Thursday.

According to the notification, in pursuance of decision taken by the Members from the Federal Board of Revenue, and four Provincial Revenue Authorities (PRAs) during the Tax Round Table Meeting and with reference to the earlier Notifications, the Single Portal Committee is hereby reconstituted: The Members from the FBR included Aamer Amin Bhatti (IRS-BS20) and Zainul Abidin Sahi (IRS-BS20). Punjab Revenue Authority Member is Salman Zafar (Director IT). Sindh Revenue Board’s Member is Abdul Hameed Memon, Senior Member (Operations-I). Memon had worked as senior Inland Revenue official at FBR Headquarters.

Khyber Pakhtunkhwa Revenue Authority Member is Abdur Raziq (Additional Collector), KPRA. Etheshamul Haq (Member Ops II) and Fahad Shabir (Commissioner Ops II) would be members from Balochistan Revenue Authority.

Under the terms of references (TORs) of the Committee, the Committee will discuss the readiness, actions and operational arrangements required for the roll out of Single Portal for the filing of Sales Tax Return across all sectors and jurisdictions.

The Committee may co-opt or consult any resource from FBR, PRAs, PRAL, or other stakeholders, as and when required.

Committee Members will decide the following issues with respect to the Single Return filed in more than one jurisdiction:

The process of any change desired by any provincial revenue authority in the return form, checks or calculations through PRAL, Enforcement of Return, Extension in filing of Return and revision of return.

The Committee will make recommendations for the software development of Returns of PRAs and timelines and input on related issues including input on format of common portions/ annexures of the Portal and jurisdiction-specific portions/annexures of return.

The Committee will make recommendations for any amendments required in Law/ Rules for notification of new return format, same date of return filing of all authorities.

The Committee will make recommendations for development of data privacy and security of data issues, ownership and operation of Single Portal and system and ownership of data.

The Committee Members will be supported by Pakistan Raises Revenue Programme Office, FBR (HQ), Islamabad for coordination & communication and the convening of meetings as per schedule desired by the Committee.
