ISLAMABAD: The Finance Division on Monday issued updated guidelines for fixing the pay of employees from autonomous and semi-autonomous bodies, corporations, and other government-controlled organizations serving on deputation with the federal government.
An office memorandum issued by the Finance Division stated that refer to Finance Division’s 0.M.No.4(9)R-2/2018 -417 dated 29.06.2021 on the above subject and to state that in pursuance of Supreme Court of Pakistan’s judgment dated 05.12.2024 in Civil Petition No.687 of 2022, the para 1(c) of aforementioned O.M. of Finance Division is amended as under:
The existing provision para 1(c) read as ‘Such employee will draw as pay the stage of the time-scale of new post which is equal to his substantive pay in respect of the old post, or, if there is no such stage the stage next below that pay plus personal pay equal to the difference, and in either, case will continue to draw that pay until such time as he would have received an increment in the time-scale of the old post or for the period after which an increment is earned in the time-scale of the new post, whichever is less’.

The revised provision para 1(c) reads as ‘If an employee is from an autonomous, semiautonomous body or corporation or any other organization set-up, established owned, managed or controlled by the Federal Government and whose parent department has Special Pay Scales, then pay of such employee will be fixed at the initial of the new post(Civil Post)’.
