Speaking before an emergency session on Afghanistan, Michelle Bachelet urges the Taliban to honour commitments to respect the rights of women and girls
"I am extremely concerned about the deaths and injuries that have occurred over the past week, as well as the widespread arrests and detention," Bachelet said in a statement.
"Despite Israel's claims that many of these buildings were hosting armed groups or being used for military purposes, we have not seen evidence in this regard," she said.
Rights groups have long campaigned for justice over alleged extrajudicial executions of thousands of mainly young people across Iranian prisons in 1988, just as the war with Iraq was ending.
She stressed the need for the country to develop a public policy to dismantle "the criminal groups that succeeded paramilitary structures and their support networks," as was stipulated in the 2016 peace agreement.
Among them was completing judicial reforms announced in January to guarantee the system's "independence, impartiality, transparency, accessibility and effectiveness".
"Behind today's racial violence, systemic racism and discriminatory policing lies the failure to acknowledge and confront the legacy of the slave trade and colonialism," she said.
