KARACHI: The Sindh Home Minister, Dr Zulfiqar Ali Mirza, has accorded formal approval for bringing reforms in policing system through Public-Private Partnership.

An official statement on Monday said that he has asked the Consultant on Home Affairs, Sharfuddin Memon, to convene a joint meeting with Capital City Police Officer (CCPO) Karachi and volunteer NGO at the earliest.

It said that the Minister observed that the said Public-Private venture was very much in line with the concept of Community Policing and efforts should be geared up to expand the network of community policing at all Police Stations level in order to ensure stable peace.

The Consultant on Home Affairs briefed Dr Zulfiqar Mirza about the proposal put forward by the NGO Police Reform Initiative.

He stated that the Police Station Darakshan, Clifton Town, has been selected as the Model Police Station to commence the Public-Private Partnership concept in the first Phase.

Memon also spelled out the salient features of the project both in terms of physical infrastructure as well as in terms of function including the attitude of the Police personnel in the Darakshan Police Station is a testimony to the fact that the functioning of the police department can be reformed without too much money, time or effort, he maintained.

He outlined the details of Phase one of this initiative with special focus on a two-point agenda including improved traffic system and removal of beggars from the streets.

Memon said that an MoU would be signed between the Police and Police Reforms Initiatives (PRI) to undertake the project and a Managing Committee, Consisting of PRI Members, Police Officers and Members of Civil Society, headed by Capital City Police Officer Karachi would be constituted for implementation of the Programme.

"PRI is providing volunteer services to improve the infrastructure of Police Station, petrol for Police Mobiles, to construct a cafeteria where meal would be available by paying 30% of the cost of food and a 40 KVA stand-by generator " he added.

Dr Mirza appreciated the proposed volunteer services of NGO and asked for expeditions implementation of the project starting from Darkshan Police.
