Pakistan Peoples Party (PPP) Friday filed an application in the National Accountability Bureau (NAB) against the award of a contract for construction of Mohmand Dam won by a joint venture of CGGC-Descon in which a sitting cabinet member has ownership stakes.
PPP Rawalpindi President Chaudhry Zaheer Mehmood filed the petition against Advisor to Prime Minister on Commerce, Abdul Razzak Dawood and others under the section 18 of the National Accountability Ordinance (NAO) 1999.
On January 2, the government announced that the contract for Rs 309 billion Mohmand Dam was awarded to a consortium led by Descon, a company formerly owned by Adviser to the Prime Minister on Commerce Abdul Razzak Dawood, on a single-bid basis.
Mehmood in his petition to the NAB stated that the accused is advisor to prime minister in terms of the article 93 of Constitution 1973 and participates in the proceedings of the Parliament.
The award of the contract to Descon and others amount to conflict of interest and is against the law and procedure, the petition further said.
The petition alleged that FWO-led consortium's technical bid was found unqualified.
Thus the single bid was accepted and the contract was awarded to the consortium which included Descon, adding that award of contract for construction of Mohmand Dam raises questions of transparency and fairness.
It said that Dawood had committed an offence under the Section 9 of the NAO 1999, which is punishable under the section 10 of the NAO ordinance.
The petitioner requested that proceedings under the NAB ordinance 1999 be initiated and reference be filed in the Accountability Court for adjudication.
