Khyber Pakhtunkhwa Assembly will resume its proceedings tomorrow after long adjournment of 22 days. The proceedings of the house was adjourned till February 12, 2018 after the presentation of the KP Employees (Regularization of Services) Bill, 2018 in the house to regularize the services of thousands of employees appointed on ad-hoc basis against civil posts and contract basis against project posts in the province.
However, on the request of some opposition legislators the passage of the bill was deferred to include amendments proposed by some opposition legislators to fill the legal lacunas in it. Both treasury and opposition benches of the house have consensus on the bill to regularize almost all those ad-hoc or contractual employees appointed in various projects of the provincial government since May 2013.
The legislation will apply to all those employee appointed on adhoc basis against civil posts in health department; persons, who are appointed in the project on contract basis in accordance with the project policy, shall be deemed to have been validly appointed on regular basis, from the date of commencement of the Act, subject to verification of their qualifications and other credentials by the concerned government departments.
Under the draft bill, for the purpose of the regularization of the employees, the provincial government has also presented some general conditions to protect the promotion quota of all service cadre and they should possess the same qualification and experience as required for a regular post.
On Monday the house after taking up questions and adjournment motions is also likely to passage KP Local Government (Amendment) Bill, 2018 to pave way for the commercialization of buildings in University Town. Similarly, KP Public Procurement Regulatory Authority (Second Amendment) Bill, 2018 and KP Universities (Amendment) Bill, 2018 are also likely to be tabled in the house.
