The appointments of Chief Executive Officers (CEOs) of Pakistan Industrial Development Corporation (PIDC) and Small and Medium Enterprise Development Authority (SMEDA) are said to be in hot water as their summaries have not sailed through the federal cabinet, well informed sources told Business Recorder.
The federal cabinet in its meeting held January 31, 2018 under the chairmanship of Prime Minister, Shahid Khaqan Abbasi was informed that a summary was submitted to the Prime Minister regarding extension in service of Muhammad Iqbal Tabish as the CEO, Pakistan Industrial Development Corporation (PIDC).
According to sources, on the recommendations of the Board of Directors of PIDC, considering the performance of Muhammad Iqbal Tabish as CEO, PIDC carried out by of Industries and Production Division, endorsed by Establishment Division, and observations of the current Secretary Industries and Production Division, the Prime Minister had approved that case for extension of his service as CEO, PIDC for a period of two years from August 5, 2017 to be placed before the Cabinet in its next meeting.
In accordance with the Supreme Court of Pakistan''s judgment reported as PLD 2016 SC 808, summary for extension in service of Iqbal Tabish as CEO, Pakistan Industrial Development Corporation was submitted for approval to the cabinet.
The cabinet did not approve the summary for extension in service of Muhammad Iqbal Tabish as Chief Executive Officer (CEO), Pakistan Industrial Development Corporation (PIDC), and directed the administrative Division to resubmit the summary by adding CV of the person selected for the position as well as the relevant rule with respect to the appointment of CEO, PIDC in the next meeting of the cabinet.
An official told Business Recorder that the CEO PIDC who is striving for extension in service with the blessings of Minister for Industries and Production has performed very well and PIDC''s Board of Directors is satisfied with him. He has also followed development projects being established in the constituency of the Minister.
The Ministry of Industries and Production has also withdrawn a summary on the appointment of Chief Executive Officer CEO SMEDA. The cabinet was informed that according to SMEDA Ordinance, Chapter V Sections 12(1) & (2), CEO, SMEDA CEO shall be appointed by the federal government for a period of three years on such terms and conditions as it may determine. Industries and Production Division appointed a retired Additional Secretary of good repute Sher Ayub Khan as CEO, SMEDA on terms and conditions fixed in consultation with SMEDA Board of Directors (BoD).
The Ministry sought permission of federal cabinet for ex-post facto approval of the appointment of CEO SMEDA in accordance with the Supreme Court of Pakistan''s judgment reported as PLD 2016 SC 808 from August 11, 2017. However, the cabinet allowed withdrawal of the summary as requested by Industries & Production Ministry. When contacted, Additional Secretary Incharge Ministry of Industries and Production, Mian Asad Haya-ud-Din, said that both summaries have been withdrawn and would be re-submitted soon to the cabinet for approval.
