ISLAMABAD:Election Commission of Pakistan (ECP) has allowed the Establishment Division to make decisions at their own level in few categories for routine transfer and posting of officers.
According to ECP, the permission has been allowed in reply of the office memorandum issued by the Cabinet Secretariat, Establishment Division, seeking clarification in the light of section 5 and 30 of the Election Act, 2017 to grant permission of routine transfer and posting of officers in order to run routine affairs.
It allowed appointment of judges at various courts in consultation with the Chief Justices of the respective High Courts either with approval of the federal government or President besides appointments of diplomats, vice chancellors of various universities, syndicates etc., secondment of Defense Forces officers against civil posts, appointment of Law officers with approval of the President under Central Law Officers Ordinance, 1970, promotion of Defense forces officers and approval of cases pertaining to proforma promotion pending decision of the Prime Minister being appointing authority.
The commission directed that for routine posting and transfers in federal Secretariat and its attached departments and autonomous bodies, matters may be disposed of at own level only for officers up to BS-19.
It added as such the cases of posting and transfer of officers in BP-20 and above will be referred to the ECP for consideration and approval, while request for permission has not been acceded to in terms of section 230 (2) (e) of the Election Act, 2017 for appointment of CEOs and Directors on Board of the public sector organizations and companies in accordance with respective enactments and rules.
