ISLAMABAD: Oil and Gas Regulatory Authority (OGRA) has notified an increase in the ex-depot price of High-Speed Diesel (HSD) by Rs2.29 per litre while keeping the petrol price unchanged effective for October 31.

Following the revision, petrol is available at Rs377.91 per litre, while the new HSD price is fixed at Rs402.96 instead of Rs400.67 per litre. The price of HSD increases despite a drop in the HSD crack spread from USD 41.89 to USD 38 per barrel.

The regulator has announced an adjustment in fuel prices effective October 30, driven by rising international market trends and import costs.

The regulator attributed these adjustments to global developments alongside changes in Platts pricing, premiums, and incidental costs. International benchmark prices of petrol decreased to USD 120.56 per bbl from USD 121.28 per barrel, while HSD benchmark prices increased to USD 115.75 per barrel from USD 114.65.

Reflecting these global shifts, the ex-refinery price of petrol climbed up to Rs282.26 per litre (previously Rs267.13). The petrol price has kept unchanged by reducing petroleum levy through refineries of Rs14.71 per litre. While the import cost of HSD increased to Rs295.03 per litre (previously Rs293.12).

According to a Petroleum Division notification, government levies and fixed profit margins for petrol and HSD remain unchanged. Both fuels carry a Petroleum Levy of Rs80 per litre, a Climate Support Levy of Rs5 per litre, and profit margins of Rs9.98 per litre for dealers and Rs7.87 per litre for oil marketing companies. The Inland Freight Equalisation Margin (IFEM) is sustained at Rs7.51 per litre for petrol, and Rs5.08 per litre for HSD.
