GEPCO privatisation draws 11 investor bids, says Privatisation Commission

  • Interested parties include investors from Türkiye, Saudi Arabia, and Pakistan’s leading business groups

The Privatisation Commission (PC) said on Friday it had received Expressions of Interest (EOIs) from 11 domestic and international investors for the acquisition of a 51%-100% stake in Gujranwala Electric Power Company (GEPCO), along with management control.

The government has been pursuing the privatisation of Pakistan’s state-owned power distribution companies (DISCOs) as part of a broader effort to improve operational efficiency, reduce electricity losses and attract private investment into the power sector.

“The Privatisation Commission has received an overwhelming response from domestic and international investors for the privatisation of Gujranwala Electric Power Company. Today on the closing date for submission of Expressions of Interest, the Commission has received EOIs from eleven (11) prospective investors seeking to acquire 51% to 100% shareholding in GEPCO together with management control,” the PC said in a statement.

The names of interested parties are as follows:

  1. Aktor Elektrik Enerji Yatırımları San. ve Tic. A.Ş. ⁠- Turkiye
  2. Genvera Enerji A.Ş. - Turkiye
  3. ⁠Cengiz Enerji Sanayii ve Ticaret A.Ş. – Turkiye
  4. Al Sharif Contracting and Commercial Development Company – Saudi Arabia
  5. Engro Energy Limited – Pakistan
  6. ⁠Sapphire Fibers Limited – Pakistan
  7. ⁠Hub Power Holdings and Lucky Cement - Pakistan
  8. ⁠Shirazi Investments (Pvt) Limited – Pakistan
  9. Artistic Milliners (Private) Limited and Fatima Group – Pakistan
  10. K-Electric Limited – Pakistan
  11. AKD Securities, Fast Cable and Mughal Steel Group – Pakistan

The interested parties include investors from Türkiye, Saudi Arabia and several of Pakistan’s leading business groups, as per the statement.

“Today marks another important achievement in the privatisation of DISCOs. The strong response for GEPCO is indicative of investor confidence in the potential of Pakistan’s electricity distribution sector and in the Government’s commitment to a transparent, competitive and professionally managed process,” said Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairman, Privatisation Commission.

“We at Prviatisation Commission look forward to engaging constructively with the prequalified investors during the due-diligence phase and discussing the contours of the post-privatisation regime. This privatisation aims to improve operational efficiency, modernise distribution infrastructure, strengthen customer service, reduce losses and support a more financially sustainable power sector. In the long run, these measures will help create the conditions for more competitive electricity distribution and affordable, reliable power for consumers,” he added.

The Expressions of Interest and Statements of Qualification (SOQs) submitted by the interested parties will now undergo an evaluation against the approved prequalification criteria. Applicants meeting the prescribed requirements will be prequalified and invited to the next stage of the transaction, where they will be granted access to the Virtual Data Room (VDR) to undertake detailed buy-side due diligence.

GEPCO is among the three electricity distribution companies in DISCOs Batch-I, alongside Faisalabad Electric Supply Company (FESCO) and Islamabad Electric Supply Company (IESCO).

The deadline for submission of EOIs for IESCO is September 7, 2026 while EOIs from twelve (12) interested parties were received for FESCO by the deadline of August 7, 2026.
