LAHORE: Punjab remains the principal contributor to Pakistan’s economy, accounting for approximately 55.7 percent of the GDP and serving as the country’s primary engine of growth. Through the Punjab Innovation for Value, Opportunity and Transformation (PIVOT), the government seeks to stimulate productivity, exports, employment generation, and value addition across key sectors including agriculture, industry, services, livestock, tourism, and technology.

Complementary initiatives aimed at supporting small and medium enterprises, agricultural modernization, financial inclusion, and digital transformation are expected to strengthen the province’s long-term growth prospects.

As per the budget 2026-27 document, the government’s fiscal strategy is anchored in the principles of prudent financial management, expenditure rationalization, and revenue mobilization.

As per the document, the fiscal framework for FY2026–27 has been formulated in a challenging environment marked by constrained fiscal space, reflecting both the province’s own development priorities and its contribution towards national fiscal consolidation efforts.

General Revenue Receipts are projected to increase from Rs4.74 trillion in FY2025–26 to Rs5.60 trillion in FY2026–27, supported by growth in the Federal Divisible Pool transfers and enhanced provincial own-source revenues. Revenue reforms, including broadening of the tax base, modernization of tax administration, digitization of collection systems, and improvements in compliance mechanisms, are expected to contribute significantly towards fiscal sustainability.

On the expenditure side, the government has adopted a balanced approach that safeguards development priorities while exercising restraint in recurrent expenditure growth. Current expenditure management measures, including human resource rationalization, pension reforms, enhanced expenditure controls and efficiency improvements, are intended to create additional fiscal space for priority investments.

As per the budget document, development spending will continue to focus on infrastructure development, human capital formation, social protection, climate resilience, digital governance, public health, and education.

Through sustained fiscal reforms, targeted investments, and strengthened institutional capacity, the government aims to promote sustainable economic development, improve public service delivery, enhance social welfare outcomes, and strengthen Punjab’s contribution to national prosperity.

The fiscal framework presented in the White Paper seeks to ensure macroeconomic stability, maintain adequate fiscal buffers, support vulnerable segments of society, and provide a solid foundation for sustained and inclusive growth over the medium term. At the same time, it underscores Punjab’s commitment to supporting national economic stabilization efforts while preserving the province’s capacity to deliver essential public services and pursue its long-term development objectives, the document adds.
