Punjab bans dumping offal, pigeon flying near airports, airbases under Section 144
Punjab has imposed Section 144 for 30 days around all airbases and airports, banning pigeon flying, laser lights, and animal waste disposal to ensure flight safety.

The Punjab government has imposed Section 144 across the province to secure all Pakistan Air Force (PAF) airbases and commercial airports for 30 days.
The Punjab Home Department through a notification imposed the Section 144 within a 13-kilometer radius around these airports and airbases. “Under Section 144, there will be a complete ban on pigeon flying, the use of laser lights, and the dumping of animal waste and meat in the specified areas,” read the notification.
According to the spokesperson of the Punjab Home Department, all restrictions across the province have been implemented for 30 days. The restrictions will be applicable within a 13-kilometer radius around all Pakistan Air Force bases and commercial airports in Punjab. The spokesperson stated that the decision was made to protect human lives and property.
The official explained that pigeon flying, the use of laser lights, and discarding sadqah (charity) meat around airports and airbases are extremely dangerous activities that disrupt flight operations and pose a severe threat to flight safety.
“Birds are attracted to meat and animal waste, which poses serious risks to aircraft and passengers. Similarly, the use of laser lights within airport limits by shops, plazas, and citizens also disrupts flight operations, which is why the ban has been imposed,” the spokesperson added.
The Punjab Home Secretary imposed these restrictions under Section 144(6) of the Code of Criminal Procedure, 1898. The orders will also be effective within the limits of commercial airports established across the province.
The Punjab Home Department has directed that special cleanliness arrangements be ensured at the airports and their surroundings. District administrations and law enforcement agencies across Punjab have been instructed to ensure the implementation of the orders issued under Section 144.
