Government financing only 25 percent of health expenditure

The government is financing only 25 percent of the total health expenditure, whereas 66 percent is financed by the private household from his own pocket and 9 percent by non-governmental organisations, according to Statistics Division.
The first ever National Health Accounts of Pakistan for fiscal year 2007-08 released by Statistics Division of Pakistan released on Monday documented average spending by federal and provincial, district and Tehsil governments as well as by the social security fund, autonomous bodies, private health insurance, private households, local NGOs and official donor agencies on health sector.
Private household is financing 66 percent of health expenditure, the federal and provincial governments 14 percent and local NGOs 6 percent. Analysis of the figures showed that official donors' agencies are financing 3 percent health expenditure, autonomous bodies one percent, social security fund one percent, district and tehsisl governments 7 percent and military 3 percent.
The results for fiscal year 2007-08 show that out of total health expenditures in Pakistan, 25 percent are funded ("financing sources") by government. Out of total government health expenditures, 35 percent are funded by the federal government. Over 70 percent of the health expenditures are funded through private sector, out of which 9 over 10 is out of pocket (OOP) health expenditures by private households.
The annual per capita health expenditures for Pakistan as per NHA 2007-08 are US $35. This is much more than the figures which have been reported to WHO for their publication ($22 as the average between 2007 and 2008). The ratios of health expenditures according to NHA over GDP 2007-08 are 3.36 percent while public sector health expenditures according to NHA over government expenditures are 6.57 percent. The private sector health expenditures according to NHA over total private expenditures are 3.07 percent.
