PCNS recommendations: PML-N says its reservations not addressed yet

Pakistan Muslim League-Nawaz (PML-N) on Friday said that its reservations over the recommendations of Parliamentary Committee on National Security were not yet addressed. Speaking at a news conference after the PML-N consultative meeting on PSNC's recommendations chaired by party chief Mian Nawaz Sharif, Opposition Leader in the National Assembly Chaudhry Nisar Ali Khan came up with different versions of his party's stance.
Firstly, he said that the party wanted a 'guarantee' for complete implementation of the proposals. But later he said that now they will not talk about any 'guarantee' or condition for the implementations of the proposals. "Who will give guarantee that there would be no drone attack if Nato supply route is restored...that's why we will now neither demand any guarantee nor put forward any condition. So there should be simultasneouss implementation on the proposals", he added.
During the meeting, according to sources, Nawaz Sharif said that his party was not politicising the PCNS proposals and reopening of the Nato supply route. "But we can't ignore the sentiments of the people on the streets," a senior PML-N leader quoted Nawaz as telling party leaders at Punjab House on Friday. The sources also claimed that Nawaz had also asked the government to refrain from taking any decision on the basis of its majority in the parliament.
Nisar said that PML-N from the day one expressed its reservations when the recommendations were presented before the house, which were still persist. "There is concern in our party... if the recommendations were passed by the parliament, the Nato supply route will be restored within hours and there would be no implementation on rest of the proposals," he said.
Regarding his party's objections over the recommendations, he said that the proposal that says no overt or covert operation inside Pakistan shall be tolerated - was in direct clash with two other recommendations that say activities of foreign private security contractors must be transparent and prior permission and transparency on number and presence of foreign intelligence operatives in Pakistan.
"This means we are going to legalise presence of foreign intelligence operatives in Pakistan which no country can afford," he said, adding that no sovereign country of the world allows security operatives of any foreign country to operate. He further said that PML-N had also serious reservation on the recommendation that "any use of Pakistani bases or airspace by foreign forces would require parliamentary approval." He asked whether the US, India, Australia or any other country would allow any of their bases to be used by Pakistan.
Nisar said that they conveyed their reservations in the last night meeting presided over by Prime Minister Gilani and attended by parliamentary leaders of coalition and opposition parties as well as military leadership that held in the wake of the deadlock on the passage of the recommendations from the parliament. He said that the Prime Minister, some ruling coalition partners and the military leadership fully supported the PML-N stance.
He, however, said that five of the PCNS recommendations were important for the sovereignty and solidarity of the country if implemented. "PML-N not only supports but also owns them, but the problem is to ensure implementation on these recommendations," he added.
Expressing scepticism about implementation of the recommendations, he said that who would be ready to give a guarantee. "Do you think the US will guarantee which is not simply ready to tender an apology for the Salala incident," he questioned. Nisar further said that PML-N had also proposed inclusion of two new clauses while redrafting the PCNS recommendations including - that the international community should play an active role for the resolution of Kashmir dispute, and release and repatriation of Dr Afia Siddiqui from the US prison. Nisar further said that there was no deal being struck on reopening of Nato supply route.
