KARACHI: After a long debate, Sind Assembly on Tuesday unanimously passed a resolution to treat the murder committed in the name of honour killing (Karo Kari) as culpable homicide.
The House recommended the federal government to declare honour killing as culpable offence and pre-meditated murder under section 302.
Member Sindh Assembly Nusrat Sehar Abbassi of PML (F) had moved the motion which was supported by MPAs of PPP and PML (F).
She said the basic purpose of killing women as Kari was to usurp her rights in property and other benefits.
At least 577 women had been killed in the province in the name of honour killing (Karo-Kari) during 2011 and 43 of them in December alone.
During the debate, Katchi Abadis Minister Rafique Engineer of PPP had a little argument with Ms Abbassi, who also secured the support of other women legislators of PPP on the issue and they also protested over Engineer's remarks.
Senior Minister Pir Mazharul Haq came to the rescue and apologized to the women MPAs and termed it as a serious issue. We must consider this issue with seriousness, he added.
MPAs including Humera Alwani, Sassui Palejo, Pir Mazhar, Syed Sardar Ahmed, Saleem Khurshid Khokar, Jam Unnar Tamachi and Heer Ismail Soho also took part in the debate and spoke in the support of resolution.
Later, Home Minister Manzoor Hussain Wassan told the House that 197 cases have been registered for Karo Kari in the entire province and the government was trying to tackle this issue in the light of PPP's manifesto and the vision of President Asif Ali Zardari.
He said that a separate department has been created to investigate the cases of Karo Kari. We want to get rid of this tradition and ensure the maximum punishment for the culprits.
"We have decided to create a new force which will serve as complainant in case if there is no complainant and register the case", he added.
