Hyderabad Electric Supply Company (Hesco) receivables from public as well as private consumers as on June 2011 stood at Rs 10 billion. According to documents available with Business Recorder, the utility's receivables were Rs 7.605 billion in June, 2010 while the spillover amount is Rs 896.738 million.
The deferred amount is Rs 541.369 million and Rs 449.899 million come under the head of subsidy from the government. There are instalments of Rs 607.869 million while net arrears are Rs 7.6 billion till June 2011. The document says that the progress of collection in October to June remained well.
Electricity bills of Rs 12.9 billion were issued in October-June, 2010-11 while collection remained Rs 12.1 billion. The billing in July-September was Rs 5.76 billion while the collection remained Rs 4.316 billion. The document says that opening balance as on July, 2010 was Rs 13.97 billion from provincial and federal governments while from July, 2010 to June, 2011 was 10.45 billion. The closing balance at the end of June, 2011 was Rs 21.29 billion of the public sectors.
The document says that recovery from public sector is less due to non-payment by the government of Sindh. A civil Suit No 351/2010 has been filed by the provincial government in High Court of Sindh, Karachi, whereupon status quo is maintained. The High Court passed order on 24-12-2010 for payment of current bills based on meter reading from 02/2010 to date but no payment is being made by GoS.
