The people's government acknowledged the rights of the people of Balochistan and presented a set of proposals titled "Aghaz-e-Huqooq-e-Balochistan" (AHB) (Beginning of the rights for the people of Balochistan) on 24 November, 2009 for political and economic uplift of the province.
The AHB is a comprehensive package and it facilitated return of Balochi political leadership living in exile, immediate release of political workers and involvement of all major stakeholders in the decision making process from Balochistan. The AHB also offered 20% shares of Pakistan Petroleum Limited, Oil and Gas Development Corporation and Sui Southern.
Besides, the government committed to transfer 20% out of its 30% percent shares in Saindak project regarding copper and gold exploration in. in Balochistan. The government also accepted the demand of Balochistan about payment of Rs 120 Billion royalty that it collected from the sale of gas between 1954 to 1991. The Federal Government promised employment to the Balochi youth in Cost Guard Force by reducing the recruitment criteria.
