Lauding the parliament for the unanimous report on 19th Constitutional Amendment, Kashmala Tariq of PML-Q on Tuesday urged for moving a step forward from what the court had asked, adding that there is a need to simplify the procedure for creation of new provinces in the constitution.
Earlier, Senator Mian Raza Rabbani, Chairman Parliamentary Committee on Constitutional Reforms, presented a report regarding 19th Constitutional Amendment in the house.
The committee was entrusted the task of rectifying lacunas in the 18th Amendment after the Supreme Court referred Article 175-A - the new mechanism for appointment of superior courts' judges inserted through the 18th Amendment - to parliament for reconsideration. However, it held that certain provisions of the amendment that had been challenged would come into effect forthwith.
Kashmala Tariq said that much more is needed to be done beyond amendment in Article 175-A of the Constitution, which she flayed, was also not taken up in the 19th Amendment.
We were of the view that the procedure for creation of new provinces in the constitution would be simplified through the 19th Amendment, but it did not happen, she added. She also referred to Article 17(4) that speaks for intra-party elections and demanded of the Parliamentary Committee on Constitutional Reforms to look into the matter. In addition, she asked for amendment to Article 63 of the Constitution which she said had given immense powers to party heads. Sardar Bahadur Ahmed Sehar of PML-Q also urged for simplification of the procedure regarding creation of new provinces.
